About Viru Keemia Grupp

Viru Keemia Grupp (VKG) processes oil shale into shale oil, energy and heat in a co-generation process. The group presents this as an environmentally efficient way to use the mineral resource and says it continuously improves its technology for reliability.

Its products are shale oil, energy and heat. Shale oil is discussed as a fuel for district heating producers, and the group has proposed a permanent regulatory option for district heating plants to use domestic shale oil when imported fuels make heat more expensive.

The company was founded in 2022 and has its headquarters in Kohtla-Järve, Estonia. The group reports 1450 employees and 101 years of experience in oil shale processing. On 29 September 2026 it opened the Uus-Kiviõli oil shale mine, which it says will supply its shale oil business for the next three decades, replacing the Ojamaa mine that is due to be depleted by the end of 2027.
