About RailStock Finland

RailStock Finland Oy is a special-purpose company wholly owned by the Finnish state. It manages, develops and leases the rolling stock used in publicly funded passenger rail traffic, and it prepares and carries out new fleet procurements and lifecycle management of vehicles.

Its customers are the state, municipalities, rail operators and other cooperation partners, which it serves on equal terms with open access to the fleet. The company's ownership is steered by the Prime Minister's Office. The planned transfer of rolling stock currently used in state-funded passenger traffic is expected to bring that fleet into the company.

The company was founded in 2024 and began independent operations on 1 November 2025. Operational activity was scheduled to start in early 2026. It is headquartered in Helsinki. The current subsidised passenger traffic contract runs until the end of 2030, and subsequent traffic is to be tendered under EU rules, with a new contract period of about ten years planned from 1 January 2031.
